After the Apocalypse that cut off communication with the surrounding US, the governor of Wisconsin imposed martial law. In Milwaukee, and the surrounding area, Walker's administration continues claiming complete political power in his name. The group claims certain areas for their resource when profitable, but are largely at odds with the factions that have developed over the last 50 years. When the stories are taking place, the groups connection to the Governor is unclear. (notes: possibility of sons leading, set up for dynastic succession) His follower's loyalty is cult-like.

The Scholastics
A group of people have fortified what used to be the local college campus (UWM).
Their access to shelter, and technology has allowed them to create and sustain a small food supply (perhaps with indoor growing methods i.e. hydroponics, or by tearing up and planting any land they can use).
Their territory is barricaded and fortified to protect the inhabitants from the Walkers and their police forces, though outsiders (traders, merchants, wanderers) are often allowed access.
Some of the original founders who created the faction are still alive (very old) and lead the group in an oligarchical power structure.
